PPWR Compliance Support

A declaration of conformity is only as strong as the data behind it. TCB builds that data, checks it and keeps it current.

Who it is for

Packaging manufacturers, distributors, and companies that fill or relabel products under their own name, including chemical and food companies that pack into drums, IBCs, cans or bags. TCB works remotely across EU markets.

What you get

  • Role and obligations per packaging type
  • Standard procedures and a governance frameworkWho owns which data
  • Suppliers onboarded with structured data requests
  • A packaging database with a complete, validated PPWR dataset
  • Technical files and declarations of conformity ready for your sign off
  • A trained team that runs the process after hand over
  • A transition plan to 2040, for companies planning packaging investments

Deliverables are tailored to each client's situation. The final scope can vary depending on the client's specific needs. This list is indicative only, and no rights can be derived from it.

What is at stake

Under the PPWR the manufacturer signs the EU declaration of conformity and carries the responsibility for it. The data behind it comes from many suppliers, in many formats. Four risks follow: working to the wrong obligations, signing on incomplete supplier evidence, finding a packaging type that misses a threshold after it is already on the market, and having no trail when a customer or authority asks. Each step of the work closes one of them.

PPWR as a data lifecycle

1 2 3 4 5 6 Scope Map Collect Check Review Declare Gaps go back to the supplier

Scope

Your role for each packaging type (manufacturer, importer, distributor), the articles that apply, related rules such as producer responsibility, and the timeline.

Risk it closes Working to the wrong obligations

Map the data

The data each declaration needs, where it lives today, the gaps, and the packaging types and suppliers behind them.

Risk it closes Incomplete data requests

Collect and structure

Structured requests to suppliers, with the answers cleaned and loaded into one packaging database, in the PPWR software you use or one TCB helps you choose.

Risk it closes Inconsistent or missing supplier answers

Check against the rules

Every mandatory field filled, and values tested against the substance limits and, as they apply, recyclability and recycled content. Failures go back to the supplier.

Risk it closes Non conforming packaging reaching the market

Quality review

A person reviews the technical documentation before anything is signed. Gaps go back to step 3.

Risk it closes Signing on incomplete evidence

Declaration

Built to repeat

The same loop runs again when a supplier changes a material, a new packaging type is added, or a new requirement starts: harmonised labels from 2028, recyclability grades and recycled content from 2030. Written procedures and clear owners keep the process current as the rules change, and TCB trains the team to run the loop itself.

TCB prepares the evidence your business signs off. Responsibility for the declaration stays with the manufacturer, as the regulation requires.

PPWR transition plan to 2040

Most PPWR requirements phase in until 2040. Packaging redesigned for 2030 can still miss later steps: from 2035 recyclability is also judged on whether the material is recycled at scale, and from 2038 grade C packaging leaves the market. TCB works with your in-house packaging team to test every packaging investment against all the dates before the money is spent.

Grade the portfolio

Each packaging type against today's criteria.

Map the dates

Which obligations hit which packaging, from 2028 to 2040.

Compare options

TCB supplies the requirements and the business case. Your packaging team brings the material and design options. Each option is tested against 2035 and 2038.

Sequence the roadmap

Tied to your renewal and investment cycles.

Review checkpoints

Re-test the plan when the Commission's delegated acts land. The design-for-recycling criteria are due by 1 January 2028.

Risk it closes An investment that meets 2030 and fails 2035

When companies call

  • A customer asks for a PPWR declaration of conformity.
  • The company is unsure whether filling or relabelling makes it the manufacturer.
  • Packaging needs to meet the recyclability and recycled-content requirements that follow.
  • A packaging investment or redesign is on the plan for the next few years.

First step: a role check and data map for your packaging portfolio, with a clear picture of the gaps. Book a call to scope it.
